Abstract

Advances in biotechnology, cybernetics, and AI are rapidly moving from the realm of therapy to that of enhancement, raising the prospect of morphological freedom: the right to modify one's own body and mind. This has profound ethical, social, and political implications. This Masters in Computer Science proposal outlines a research agenda in the philosophy of technology and public policy to develop a governance framework for human augmentation technologies, with a specific focus on ensuring equitable access and preventing the exacerbation of social inequality, particularly from the perspective of developing nations like Ghana.

Key Research Questions in the Governance of Human Augmentation

  1. Defining the Boundary between Therapy and Enhancement: Where is the line between a "necessary" medical treatment (e.g., a prosthetic limb) and a "voluntary" enhancement (e.g., a cybernetic limb with superhuman strength)? Is this distinction even meaningful, and who gets to decide?
  2. Equity and Access: If augmentation technologies become available, they will likely be expensive. How can we prevent a future where society is divided into a "genetically enhanced" or "cybernetically augmented" elite and an un-enhanced majority? What policy mechanisms (e.g., public funding, technology transfer) can ensure equitable access in a global context, including for citizens in Ghana?
  3. Identity and Authenticity: What does it mean to be "human" in an age of augmentation? This research will explore the philosophical and psychological impacts of significant morphological alteration on personal identity, social relationships, and the concept of an "authentic self."
  4. A Governance Framework for an African Context: How can international governance models for emerging technologies be adapted to reflect the unique cultural values, ethical perspectives, and developmental priorities of African nations like Ghana? This involves moving beyond a purely Western-centric ethical debate.

Proposed Masters in Computer Science Research: An Ethical Framework for Augmentation in a Global Context

This thesis will be a work of political philosophy and technology policy, not experimental science. It will construct a novel ethical framework for the governance of human enhancement.

  • Comparative Philosophical Analysis: The research will begin by analyzing existing Western ethical frameworks (e.g., from utilitarian, deontological, and virtue ethics perspectives) on human enhancement. It will then contrast these with ethical concepts from African philosophical traditions (e.g., the concept of *Ubuntu*, which emphasizes community and interconnectedness) to develop a more globally inclusive framework.
  • Case Study Analysis: The framework will be applied to a series of case studies, from near-term technologies like performance-enhancing brain-computer interfaces to more speculative ones like genetic enhancement for intelligence. For each case, the analysis will focus on the potential impact on social stratification within a country like Ghana.
  • Policy Simulation: The research will model the likely long-term societal effects of different policy choices regarding augmentation in Ghana. For example, it will compare a laissez-faire, market-driven approach versus a state-regulated, "public utility" model for the distribution of enhancement technologies.
  • Develop a "Precautionary Proactionary" Principle: The thesis will propose a new governance principle that combines the "precautionary principle" (being cautious about new technologies) with a "proactionary" stance (proactively ensuring that the benefits of new technologies are directed toward broad social good and equity).

Impact for Ghana and Africa

These technologies are being developed almost exclusively in the Global North, with little consideration for their impact on the rest of the world. This research is a vital intervention. It would position a Ghanaian thinker at the forefront of one of the 21st century's most important ethical debates. By developing a framework that prioritizes equity and reflects African values, this work can help shape the global conversation, ensuring that when these powerful technologies arrive, they do not create a new form of "biological colonialism." It would provide Ghanaian and other African policymakers with the conceptual tools to regulate human augmentation in a way that aligns with their developmental goals and strengthens social cohesion, rather than fracturing it.
